Community Infrastructure Levy

The Community Infrastructure Levy (CIL) is a levy paid by a developer for new development in the area. It is collected by the local authority and must be used to support the development of infrastructure in the area that addresses the demand that development puts on it. The definition infrastructure is broad and includes; transport, flood defences, schools, hospitals and other health and social care facilities, play areas, open spaces, parks and green spaces, cultural and sports facilities, healthcare facilities, academies and free schools, district heating schemes, police stations and other community safety facilities. The levy can be used to increase capacity of existing infrastructure or repair failing existing infrastructure, as long as it is necessary to support development.
